Cultural note: SPEAKER, SPEAKER OF THE HOUSE Nel sistema parlamentare britannico la responsabilità generale per l'organizzazione e il buon funzionamento della Camera dei Comuni spetta al presidente della Camera, detto "Speaker (of the House)". Il presidente (non necessariamente appartenente al partito al governo) viene eletto all'inizio della legislatura; non ha diritto di voto e non partecipa al dibattito parlamentare se non nelle vesti di arbitro imparziale delle sedute. Negli Stati Uniti il presidente della Camera dei Rappresentanti, o Speaker of the House è anche il leader del partito di maggioranza, fa parte della Camera ed è eletto dal partito a cui appartiene, di cui è il portavoce ufficiale. La carica di Speaker è tra le più importanti del governo federale e chi la ricopre rappresenta il successore in linea dopo il presidente e il vicepresidente.
